Unable To Control Fuel Pressure On Static Regulator

No matter where I set the adjusting stud on my static (non-bypass) regulator, I can’t seem to control the fuel pressure consistently, why?
Most static carburetor regulators, including Aeromotive’s, require flow during pressure adjustment. Proper steps include:

1.) Turn the adjustment screw counterclockwise to the lowest setting.
2.) Run the pump with the engine off until the bowls are full.
3.) Start the engine and turn the pump back on.
4.) Adjust pressure to the desired set-point by turning the screw clockwise and locking the nut.

If reducing pressure, make a small adjustment counterclockwise and blip the throttle to stabilize pressure.
